One strategy I've been using it having him as a tanky cav unit supported by fire archers. He can run in, do area damage on enemies, take out backlines, convert myth units, raid, and take out small buildings or walls pretty well. My fire archers I've gone with a nuba + zhurong combo, giving me scorching feathers to counter high pierce armor units and also help any frontline do more damage, coupled with southern fire, providing 10% more damage and 1.2 divine damage over 6 seconds.
If we consider that slingers were brutal during their time of having just 1 divine damage, 1.2 on fire archers is insane and it works vs buildings and units. We must also consider they have a base 3x damage vs buildings, so with burning pitch this goes up to 6x bonus, with the 85% boost in damage we get from the rest of the upgrades, with just 2 fire archers we do more damage per second than a siege crossbow does to buildings while also melting infantry, burning through myth units with divine damage, etc. Also drought + burning prairie can wipe all the fortresses and tcs and other buildings in the area selected.
Zhuques also pair well with the tanking from the hero since they boost armor and are area damage, so if the hero gets surrounded by melee units or runs into a backline the birds are going to roast everything around, and myth units get a boost from nuba's rock solid upgrade, and slash and burn gives extra food from farms to benefit with shennong.
Overall this is an extremely strong combo with shennong full of synergy throughout and none of the other gods can get this combo. You even can get Houtu for earthen wall and advanced defenses for whatever shenanigans you want.
Shennong seems reasonably strong, though I believe it will take some time for that to be acknowledged in a way similar to Freyr being considered rather low tier before he was better learned and moved up.
