Retold is a new remaster which changes the graphics, the effects, portraits etc. They are bringing the Chinese in a new dlc that is coming early next month and is done from scratch. Not the same as the Extended Editions because the Chinese in that one was controversial. A lot didn't like it.
Retold comes with a new Arena of the Gods mode. There will be another dlc coming in the future that hasn't been announced yet. You also get the original games campaign along with the original expansions.
If you're deciding which one to get, Retold is the newer version with more improvements, support, and will end up having more content than the Extended Edition.
I play the campaigns and then spend my time playing skirmish. Either game is worth picking up to play single player but at this point Retold is the one that will offer more in the long run.
