Villagers not responding to commands & moving on their own

My villagers are resourcing automatically & I cannot re-assign them, they walk for a little bit then turn right around, also military units are auto-training & moving on their own.. Whats going on???

Did you pick a custom preset for the villager movement? it will cause this if you tamper with them they reset
