How do you build it? I've done it once and can't figure it out again

just click the town center icon and place it anywhere

town centers are built on settlements where the village center is built anywhere

Wow, doesn't this village center reduces difficulty by a lot? WTF? I've been playing without it (didn't know they existed).

they don't, because they don't increase your population limit. They also do everything more slowly than actual town centers.
