As far as I remember old way was to generate it through town centers, now they are generating favors by having oracles? Is that the case?

Indeed it is. Each individual oracle generates favor, scaling with the radius of their line of sight. You do want to keep them spread out though, as overlapping line of sight (the circles around the unit wen you have them selected) will hamper favor generation.

Yes, as part of some of the gameplay changes and rebalancing. It works fine enough. Just make sure the oracles stay far away from each other, otherwise only one will be generating favor (use the vision ring to gauge distance. If anything, its easier to generate favor this way. Also, Rhea has a enhancement that adds passive favor generation from your town centers in addition to the oracles.
