in other words, you can now get max +160 pop from houses, instead of +100.
(half those amounts for Atlantean manors: it used to be 5 manors, now its 8)
And as Monokuma said,
Town Centers dont increase the build limits of houses/manors,
but provide more population themselves: +15 population,
with an extra +10 population when you get the "fortified town centers" upgrade.
(this upgrades used to give only +5 pop for TCs, in previous versions;
so with 3 TCs and all houses, you can now get max 235 pop,
instead of maximum 160 pop, in previous versions)
And just to give some additional info: there are 3 more ways to get a bit more pop:
Isis gets an additional +5 per town center; (so she can get up to 250, with 3 TCs)
Sekhmet's Citadels give an additional +10 pop, compared to regular TCs,
and there is a relic, called "Eye of Horus", that gives TCs +4 extra pop.
