RTS games typically suffer bad fps because of the CPU, bad optimization, or some combination of both. I run a 4090 but I highly doubt even just a 1080 couldn't run the game max fps.
Frame gen isn't meant to be used when the base FPS is lower than 60, and RTS titles don't really benefit from running higher than that.
All games benefit with high fps, smoothness is really nice. You feel more immersed even in a RTS game, this make all more beautiful, the transitions and the movement in the map.
