Premium Upgrade is if you already purchased the Standard Version.
Either Standard + Premium Upgrade or just the Premium Version which is cheaper (+ you get a small discount if you own Extended Edition)
The premium upgrade in comparison, has a pretty standard price when compared to expansion passes for other games. After all, the expansions aren't a remake of anything previously available.
Why wouldn't you just buy the premium edition?
My thought as well. The Premium Upgrade is imo only worth it if you already have Standard

There is no reason, why you have a discount, though. But it seems, the EE is the reason, not the pre-purchase, although the offer ends, when the game is released. Maybe the price-discount will still be there, then, but you will definitly loose the 7-day pre-access... (ovviously) Maybe this is the reason, why "the offer ends at september, the 4th"... But we can only see, then.
