Yes, I just hope the stories have that interact with other civs already in the game, otherwise we will get another Tales of the Dragon DLC, where you are always fighting other Chinese.

No. Once you installed the game, you can turn off the internet, and play. Multiplayer won't work, obviously, but campaign and skirmish will.
