About New Civs? What do you like added?
Celts i see are popular that is great, because can make units based in the fairy folk. Can be interesting see Morrigan, Nuada Brazo de Plata y Balor (Dead, Life/Ligth, and Darkness) like mayor gods.

Indian can be difficult with their literal Millions of Gods, but i suggest they focused in Shiva, Rahma and Vishnu, like they are the Triparties of the Chakravartin, The Sleeping God of Cosmos. I think Ganesha gonna be a minor god and Hanuman The Monkey Warrior another of the Minor Gods

Aztec is clear, Queztalcoalt like a mayor god followed for the two another ♥♥♥♥♥♥ of the human sacrifice. The Jaguar and The Other Minor Gods, are just aspects of the jungle basically. Queztalcoalt dont can sacrifice people (because in their myths Queztalcoatls when regrets gonna finish the blood sacrifices) but can destroy their enemys with their white guards (conquerors) and annhiliated their enemys making their mythics units dont need sacrifice for be produce, only need normal favors with the temples and battles (Like nordics). The another two ♥♥♥♥♥♥ the mechanic gonna be capture enemy units and sacrifice in the temple for produce mythics units like Obsidian Jaguars and another monstruosities.

Japan is very easy. Amateratsu like a mayor god, followed for Izanami and Susanoo like mayor gods (Amateratsu is the jack all stats, Izanami is focus in kill enemy units and health your units like is she the Godess of Life and Death, Susanoo is the god of the storms and wraith so he must be focus in be agresive, upgradings their units with AOE attacks and making them go more faster tah the others)

Slav mythology is more obscurre, but can be Gamayun, Svarog and Mokosh (Gamayun is the Goddes of Time and Future, so she can give you additional vision and can make ressurected units if they are killed in one battle, Svarog is the God of Fire, so he are focus in make more damage of your units and upgraded, Mokosh is the Goddess of the Births, Havens and Economy, so she have extra population, better Economy and basically buildings more cheaps.

The mystic and strange African Mythology is interesting, because are based in spirtis, demons, reencarnations, ghost, zombies and wraiths, but they all known who is the creator of the world. Olodumare The Silent Creator. Orun, Awa y Irunmole are their pacts and ancestor of all. So basically you only can choose Olodumare but you ``deity tree´´ go for the ``Paths´´. The Path of Orun (Spirit Path) give you spirit warrios and make your mythicals units get strongers can invoked more spirtis, The Path of Awa (Path of the Soul) is focus in the mortals and their capacity to overcome the mythics and upgaded their selfs, The Path of Irunmole (Path of the Divine) are centre in their heroes and can make upgraded the economy and units with passive area of leadership who make more strongers their units and more faster recolecting resourrces their peasants.

Pantheons are overemphasized when the human units also need to be accounted for

In general, the counter system is RPS style

Infantry > Cavalry

Cavalry > Archers

Archers > Infantry

All civs do this a bit differently, adding Aztecs would mean you need to add a Cavalry-esque unit

Then the heroes:

Greeks use single but powerful heroes with 1 added per age

Egyptians have the Pharaoh who can empower, fight and respawn for free if he dies, and priests a trainable ranged anti myth unit

Norse have trainable melee Hersirs

Chinese use melee Monks who can also convert enemy human units, and Immortals a stronger hero with a limit of 2 per age that uses both melee and ranged

A new civ would need to do things differently from the current set

pretty sure one will be hindu mythology and second one will be one with inclusion so african one, Microsft has a mandate over all their studios to use the most inclusion posible.
I personally think the Celts would not differ enough from the already established Vikings. Actually I'd much rather see the developer focus on balancing the existent 4 "civs" with their specific Gods rather than adding more to the roster. Quality before quantity.

They can add what ever new pantheon they want my one request is for them to feel unique and fresh and not similar to any already existing pantheon.

Celts can be the sneaky/ranger faction, with many distance units/cannon crystal with High Damage.
Naked Guys supported with Archers Womans Hunters, who are heal it with Druids (Hero Units).
Ligth Calavery Raiders with Chainmail and spears who counter cavalery, Chariots Woman Maidens with Wheels Blades for killing infantery and giving a bonus to your army for enemy killed (Think a heroe unit/mix normal unit, like a Hersir but in Chariot and thematicaly Boadicea or something similar)
Mythic units can be Pixies like explorer and skirmish units, Boarmens like Minotaur and Wargs like early mythics units. Fomorians Brute can be the hero unit of Balor and Necromancers for Morrigans, Crazy Hero for Tuatha.
Medium, Dendrics who launch rocks, Hags who Hexed your enemys and Fairy Archer/Melee figthers who can change this attacks.
Late Kings of the Forest, Fair-Folks Demigods, Huntress of the Wild Hunt, or Bashees who debuff their enemys with aoe Screams.
Is not very difficult make some units special, like the Naked Guys and the Rangers Womens can cross the trees and have ghost-walk to the units. Their gain favor, growing farms and getting more food resources to the rest. Basicaly they can farming food and favor in the same time.
Exist too many forms to make them different, is not difficult.

Would need to add a little more, may have to overlap with some units like the Gastraphetes (Hades unique unit) which is an Arrow Knight from AOE3. Needs to do something unique with its human lineup

They gain favour with Sacrifice and can capture enemy units with special units (Dramazui, Jaguar Warrior and Mitzal Servant) for gain a extra units or more favor for sacrifice. Cheap units, but low armor and their attack is mostly cutting not perforation.
