In general, the counter system is RPS style
Infantry > Cavalry
Cavalry > Archers
Archers > Infantry
All civs do this a bit differently, adding Aztecs would mean you need to add a Cavalry-esque unit
Then the heroes:
Greeks use single but powerful heroes with 1 added per age
Egyptians have the Pharaoh who can empower, fight and respawn for free if he dies, and priests a trainable ranged anti myth unit
Norse have trainable melee Hersirs
Chinese use melee Monks who can also convert enemy human units, and Immortals a stronger hero with a limit of 2 per age that uses both melee and ranged
A new civ would need to do things differently from the current set
Naked Guys supported with Archers Womans Hunters, who are heal it with Druids (Hero Units).
Ligth Calavery Raiders with Chainmail and spears who counter cavalery, Chariots Woman Maidens with Wheels Blades for killing infantery and giving a bonus to your army for enemy killed (Think a heroe unit/mix normal unit, like a Hersir but in Chariot and thematicaly Boadicea or something similar)
Mythic units can be Pixies like explorer and skirmish units, Boarmens like Minotaur and Wargs like early mythics units. Fomorians Brute can be the hero unit of Balor and Necromancers for Morrigans, Crazy Hero for Tuatha.
Medium, Dendrics who launch rocks, Hags who Hexed your enemys and Fairy Archer/Melee figthers who can change this attacks.
Late Kings of the Forest, Fair-Folks Demigods, Huntress of the Wild Hunt, or Bashees who debuff their enemys with aoe Screams.
Is not very difficult make some units special, like the Naked Guys and the Rangers Womens can cross the trees and have ghost-walk to the units. Their gain favor, growing farms and getting more food resources to the rest. Basicaly they can farming food and favor in the same time.
Exist too many forms to make them different, is not difficult.
Australian Dream Mythology?, Micronesian Sea Titans? Indonesian MU? (Atlantians asians basically) Water Nomads from Singagur or Hawai Pacific Gods?
Would need to add a little more, may have to overlap with some units like the Gastraphetes (Hades unique unit) which is an Arrow Knight from AOE3. Needs to do something unique with its human lineup
Greek: Unique units exclusive to each god, counter-counter units (infantry that counters infantry etc)
Egyptian: Fast training mercenaries, Chariots and Elephants
Norse: Ranged hack damage, dedicated anti archer infantry
