Would be basically the same effort/work as if they'd add Aztecs or Celts in a DLC. There have been two mods that add the Aztecs/replace the Chinese with them. There's also a mod that replaces Norse (I think?) with Celts.
The Devs wouldn't just copy the mods either, but make their own version of those civs for a DLC.
Would be bad PR if they did it right away, before proving themselves with other, good DLC Civs first, and referenced the Tale of the Dragon DLC. But DLC/Expansions are likely going to happen, and likely will include new Civs.
And I do think that they understand now that the quality of Tale of the Dragon was unacceptable, and that we'd rather have nothing at all than that. Given how loud we voice this already.
Rather make new campaign in greek egypt or norse mythology
China civ was a way to milk chinese gamers, a greedy rushed dlc that ruined the extended edition, hopefully there won't be such dlcs here, no new civs unless they are included in a way that complements the game without breaking existing balance between civs.
The only things that they might take from the original Chinese civ is probably the gods or myth units because those are one of the most famous ones in Chinese Mythology.
You are not the only ones that hate that civ, those developers probably hate it as well, so just stop imagining Tales of the Dragon when you hear anything about the Chinese civ, it will literally be a completely different Civ if it actually releases in a dlc. That is probably why they decided to release Retold without Chinese Civ, they have to redo the whole civ and campaign and that will take too long, so instead of delaying the whole game they just decided to release it without it.
It's also better for marketing if they don't mention a Chinese civ at all until they have proven themselves with both original and new content. They know how hated Tale of the Dragon is. So if they bring it back, they'll do it with a major rework.
