I can confirm that there is no frame generation in the game. We in fact no longer ship with the NVidia DLL that would enable it. What you are describing sounds like motion blur, which you can also disable in the graphics options.
We did have FG as an option in the menu prior to release, but removed it prior to launching the game as it was causing some stability issues that we could not fix on some setups.
The game also features an upscaler, either through DLSS (on NVidia cards) or through TAAU, which you can also disable in the graphics menu (Set it to "None"). Beware doing so can have an impact on performance depending on your monitor resolution.

Thank, I realised that Smooth Motion in Nvidia App don't work in the game
And that the Artefacts were from the TAA! Is worst than Framegen artefacts!
