I bought the Premium version and I can't pre-install it?
After buying the premium version to get early access it doesn't even appear that it will be released today on the 3rd, it's that it will be released on the 8th like the standard version, anyone else having the same problem?

Okay, but why is the game saying it will be released on the 8th even though I bought the premium edition to play today?
I bought this too but there's no pre-load available yet. Do you have access to soundtrack?

in the library it will say the 8th but when the game unlocks in the next hour you can download! usually they don't allow preloading on pc.
If you check the store page, there is a countdown timer next to the purchase button for the Premium Edition which specifically counts down to the release of the Premium Edition. The unlock time was also confirmed as 9AM PDT, so you need to convert that to whatever your local timezone is. https://gamerant.com/south-of-midnight-early-access-release-date-time/

For example, if I convert 9AM PDT to my local timezone, it shows as 18h00, which is bang on with the release counter for the premium edition, which should be in about 46 minutes (give or take 5 mins for steam to update), from the time of this post.

You want to look at Advanced Access unlock info rather than Release. Release date = date the game is fully/officially released, Advanced Access = date you can play before that. There's a counter on the store page for Advanced Access, and IIRC the Steam client also pops a notification at the unlock time. After that, you might have to restart Steam for the button in the library to change to Install.

Does it happen for every advanced access? Because mine shows April 8th as well.

Every advanced access game will have a separate timer for advanced access. Advanced access is usually tied to the purchase of a "deluxe edition" so the unlock timer for advanced access is usually found on the store page next to the purchase button for whatever version of the game in question which allows for advanced access.
I found a pre-install option just searching in the in game store options. Once you pre install you should be able to play your premium upgraded verion.
switch the game version to the $59.99 and when you do it should say you can download
