There was supposed to be, in the original release. The devs ran out of time and tried to cover it up, but the NG+ foundation is hidden in the games code and assets.

The remasters decided rather than to correct that mistake it was best not to bother.

I believe that's mostly speculation. The Suikoden forums even come to an different conclusion at the end that it seems more like the room was a way to test event flags.

No, it was for a New Game+. There's a video showcasing how you can get around certain softlocks and crashes, and even demonstrates how you start the game all over again if you choose the New Game+ option at the ending dialogue.
