You can recruit Leon until before the Moravia castle fight as far as i remember...
What they should be doing is going from Neclord to Blink Mirror and immediately exiting the castle by boat and re-entering.
And that's assuming they've recruited all the characters they can up to that point. Including the level 40 one since they're now level 40+, Rubi, and the recruiting X amount of characters guy.

With Clive joining my group, I have 91 stars of heroes, I try my luck to proceed to Qlon temple cave there to recruit Crowly the archmage, I manage to recruit him to join the group, after that, I try my luck to proceed Kalekka to approach Leon the strategist, unfortunately he is just surprised our group had grown so much still didnt join us. (My star of heroes was at 92, included Clive and Crowley)
All this, was right before triggering the dragon knight campaign. I play the game with some partial memory many years ago and some spoilers in the discussion here. Ray Rook is right, u can get the level 4 castle right before trigger the dragon knight campaign.
Technically, yes you can get the Castle level 4 update after you beat Neclord. However, when you go back home, do not use Blinking Mirror and you must either manually walk from Neclord castle to your base or avoid triggering the cutscene when you enter the castle via Blinking Mirror.
The reason for this is that you "Physically" need 90 SOD to trigger the castle upgrade (If you walk back, you will manually trigger this). However, if you returned home via Blinking Mirror and triggered the cutscene, this causes Krin and Kasumi to elope (If you check the party selection screen, they will actually be gone!). This counts as "Going Away/Missing" like Viktor or Gremio, which causes you not to be able to upgrade the castle.
It is quite a technicality but it does happen, which is annoying. Do not fear though since you still have enough time to recruit Leon following the Dragon Fortress Arc. Just avoid resting in your room and you should still be able to recruit him
It‘s just pure nonsense if you can recruit ppl 30 mins earlier or not, and waste two pages of discussion only because of „wohooo, but i did it earlier!
Because it makes absolutely no difference
What is a waste of discussion is someone going into the topic to just say they don't care about the topic.
And, further, in a game where you can very easily miss things I'd argue that it's best to try to optimize how you're recruiting and the timeline. Especially this late in the game.
You also get access to some of the best characters in the game for Dragon's Den. A highly farmable area for a couple items. The guide also even mentions getting speed rings for a character you can't get otherwise by that time.
Or just ignore all that elitist, speedrunning bullsh…, play that one dungeon and do everything chilled afterwards. But ye, we are all totally lost in Dragons Den without Crowley or Pes, or Clive… sure
And no, for someone who just wants to collect all stars, and having problems finding it- no, this half hour more story play isn‘t important, because you miss nothing…when making things just unnecessary complicated and arguing about it.
There's nothing elitist about correcting errors in understanding of the game. You're exaggerating because people are talking without you.
But this is at least for Leon also the last possibility to get him.
