Suikoden 2 - 2 runes on hero?

I remember in the original you could put 2 runes on the Hero, however I don't get the option in the remaster.

Is this intentional, or have I hit a bug?

Rune slots unlock as you level the character up. All characters eventually have 2-3 slots, some unlock earlier.

Edit: found the proper guide. S2 hero gets a second slot at level 25 based on the original.

Left hand opens at level 25. Head opens at level 40 for hero.

Yea, this mechanic is later made more clear to players in like Suikoden 3.
