What part of the game are you at? Your screenshot is near Dwarves. That's not far enough into the game to get the spell Black Shadows. That's the 2nd spell of the rune.
It's a spoiler on why this could be happening.
Stop calling things bugs if you don't know how the game works.

Aren't you supposed to get your first(Deadly Fingertips) when Ted gives you the rune, then second when Odessa dies in the attack at their base, then 3rd when Gremio dies, last when Teo dies? Or has this changed? I have the level requirement, as you can see.
The second spell is unlocked when Gremio dies.
The third spell is unlocked when Teo dies.
The fourth spell is unlocked when Ted dies.

Not everyone played original and since runes works normal for other characters no wonder this player was confused. UI didnt tricked u in Suikoden 2 since u could equip more than one rune on MC.
If Cleo has fire rune and hers works according to UI, no wonder people are ??? about MC rune not progression.
You are very immature calling people names here, very childish behavior.

Claiming there are bugs is not because it insinuates an error on someone else's part even though the person making the claim is clearly ignorant of the game. I hope this clears it up why I said what I said. Also, it wasn't rude to tell someone not to call something a bug if they don't know the game. They just took it as rude because it was calling out their inappropriate behavior.
Instead of calling something a bug, pause for a moment and acknowledge you don't know the game. Then ask what's up without blaming others.
