how do i beat Kwanda Rosman?

every time i loose i need to repeat the army battle and the boss fight against the dragon. I already repeated that like 5 times. Im usually lvl 28 when i reach him.

I mean... idk how you lost to him but if you don't remember what he says before an action just defend till he says something that's an obvious tell to what he's going to pick.

When you enter a duel, he will talk to you, and the content will reveal which mode he will choose next time.

Duels work like this.

If they attack, you can either attack (equal damage), special (big damage), or defend.
If they defend, you attack, don't special or they'll counter
If they special, you defend. you'll counter.

The quote they use will signify what attack they'll do next. It's usually fairly easy to tell ("See if you can withstand my ultimate attack!" will be special. "Hmm.. I should be careful" will be defend. Things like that)
