I want to say you're thinking of Suikoden II.
In the first game, the only time I think the arrangement of enemies in the Gregminster map would change early in the game would be when Odessa joins your party, but even then I'm not positive. I don't think it changed at all until after the final war battle.
I know in Suikoden II you could encounter 5x BonBons in the North Sparrow Pass (oh how many times I saw them white farming Double-Beat Runes...), and then in the East Muse map (with the Fort, Ryube, etc...) it might be possible to encounter six (after returning from Kyaro).
So far I’ve only seen the (x1) & (x3) BonBon loadouts
I could probably advance the plot to (get kanaan, go mtSeifu, trash the queenAnt then bail on the mountain before fighting Varkas/Sydonia)
But I haven’t been doing that bad so far, may just crush it out here, idk
now all my dudes are LV 15-16, wtf - is it like, the urns inversely drop based on how low your level is?
I'm pretty sure it's random with as low % chance is all. Not sure. Maybe Suikosource has more information. Their forums have threads delving into game mechanics like that.
