Possible Game Breaking Glitch?
I've been following a guide online to make sure that I'm recruiting all of the 108 stars in Suikoden 1. Apparently, when you collect over 90, the headquarters should upgrade to its highest tier automatically. Despite the fact that I met the requirement (I'm only missing 15 recruits, if the blank spots on the stone tabs are anything to go by), my castle is still on Tier 3.

I left the castle by boat and went back, I sailed to Koku and back, I teleported to Koku and sailed back, and I'm still not seeing the flag on the side of the castle showing me that I hit the top level for my headquarters. I don't know if I somehow broke the game, or what's going on, but it looks like I'm locked out of recruiting the last few stars that don't automatically join in the story events, barring me from getting the best possible ending. Is there a fix, or am I screwed?

I'm playing on a Steam Deck, if that somehow makes a difference.

There's only one grey name on the tablets in my playthrough, and that one's tied to the story. Every other star is alive, so my total number should still be over 90.

The Hero's bedroom? Does it have a blue border inlaid in the floor?

What 18 stars are you missing? Char names or Star Names from the Tablet. What's the next main story objective?

I took screenshots as I was investigating what was going on by myself, so I'm able to quickly answer your questions:

1) There is no blue border on the floor in the Hero's bedroom. The bed is also right next to the left wall (I read that the bed is supposed to be dead center of the room).

2) I'm missing the following 15 Stars, excluding Gremio (Tenei):
- Tenyu
- Teni
- Tenki
- Tenritsu
- Tensyo
- Tenjyu
- Chikai
- Chii
- Chiei
- Chikyou
- Chibi
- Chizen
- Chichin
- Chima
- Chiko

That puts me at 92 living Stars.

3) My current objective in the story is to go into Seek Valley to help the Dragon Knights with their problem. I'm almost afraid to proceed any further, as I read that completing that particular dungeon might lock me out of recruiting the Chikai Star (not that I could recruit him with a Tier 3 Castle to begin with).

Could actually be a bug. I'd keep going into Seek Valley and exit/enter castle again after getting Liukan back. I'm looking up the stars now just to make sure.

- Tenyu - Kasim Hazil, you're not there.
- Teni - Pesmerga, you should be able to get at Castle 4 after Neclord's castle.
- Tenki - Warren, you're not there.
- Tenritsu - Griffith, you're not there.
- Tensyo - Clive, you should be able to get at Castle 4 after Neclord's castle.
- Tenjyu - Sonya, you're not there.
- Chikai - Leon Silverberg, you should be able to get at Castle 4 after Neclord's castle.
- Chii - Millia, getting her soon.
- Chiei - Sancho, you're not there.
- Chikyou - Joshua, getting him soon.
- Chibi - Futch, getting him soon.
- Chizen - Crowley, you should be able to get at Castle 4 after Neclord's castle.
- Chichin - Vincent, you're not there.
- Chima - Taggart, you're not there.
- Chiko - Mace, you're not there.

Google says you may also have to wait for Viktor as well.

You should be fine though so long as you don't finish Shazarazade before you get your castle level 4 and all the recruits.

You should finish Seek Valley and try again. After Seek Valley, when you're alone, don't talk to Mathiu in the War Room! That's the last time you're alone and you need that space in your party slots to get Mace. You should be fine. Trust!
Also... that wouldn't be a game breaking bug for all I understand ;)

Yes, the standard for the "fix" for the PSP version was 95, not 90 as in the PSX. it gives a MUCH smaller time window to complete. It's really annoying.

Wait, is the HD Remaster operating on the PSX rules, or the PSP version? From the guides I read this far, it seems to be based on the original PSX version.
You're missing LEON and i don't think you need castle level 4 to get him
i did leon clive persmerga at the same time before dragon events

From everything I've read, the remaster is based on the PSP version, not the PSX version.

I just beat the first one two days ago and was able to recruit everyone. You are not locked out of recruiting where u are. There is only two heroes at that stage that have tight windows.

In my game I recruited Leon before starting the Shasazrod area as my castle wasn't upgrading either. Before this point there are lots of heroes out in the main story that aren't counted towards your total which is just dumb.

The other hero is Mace and I also recruited him at the same time as Leon.

I used this guide. The info is slightly off as what I did above worked. https://gamefaqs.gamespot.com/ps/198843-suikoden/faqs/80674/optional-recruits-chronologically

I just finished Seek Valley, and now my Castle is Level 4 now. It worked out in the end. Now I'll just go and recruit everyone else up to this point. Thanks for your help!
