Try talking to everyone and investigate on sculptures, my guess is you missed the one which lies below the city which is a big maze.

I'm missing this same one. Idk how you got it from talking to the brothers. They only give the glyphs for brother, love, plural, I, and be.

You can find it in the Sewers, on a frieze which says "the men of the Abbey are free" in both Devotee and Bard.
