Grass and Detail Draw Distance

Hi,

This is my first time playing this game, and I've noticed that no matter what I set the draw distance to in the graphics settings, the game is still drawing in the buildings and trees every step I take.

Is that normal, and just due to the game's age? If so, is there a mod or something to get around that and improve the graphics?
