Also I do not recall anything about The Flame NPC saying anything regarding the Hero's sister. I may have to go to the Enclave and see. It has been awhile for me :D
I was referring to this part here: "you actually kill the endboss and find your sister (kinda) the game just ends." I assumed you meant the cutscene was not playing too so my apology.
As for the Flame, I don't think she plays any part in the main quest line.

thats all she says now but im pretty sure in the first conversation with her she talks about me finding my sister and not just my mission.
you are probably right that she has nothing to do with the main quest, who knows maybe there was something planned at some point
In my opinion: This game is unfinished in many ways, feels like test beta build. If you don't believe me read the official strategy guide of the game + game introduction guide (the section about plot) and compare it with the game.
Probably that's why the TW2 is so different, a "fresh start". Don't get me wrong, I like this game but in terms of plot aspect I have a lot of doubt.
