Important NPC in Locked Door in Cathalon?

So I started this quest called Earning Trust... Basically this "Ion" guy or whatever wanted me to go to Cathalon and find the treasurer for the Merchants Association... So I find myself there and go to the marked location on the map... and the door that I have to enter is locked. I'm 90% that I'm at the right door, because I actually went online to find a walkthrough detailing the quest. According to the walkthrough, you enter Cathalon from the teleporter stone side, and keep left. Before hitting the North Gate, one of the three doors you pass will be the Merchant's Association one. Well... Curse my luck because the only unlocked door is the Astronomy guy. After saving and breaking into the middle door, I confirmed that the building was the Merchant's Association building by talking to the first NPC that I saw... before a guard tried to fine me 30000 gold pieces... Wow...

Now, I'm not sure if it's just bugged for me, or if I'm missing something somewhere, but no one's ever brought this up on here, so I assume I'm the first with the problem. Since this isn't an essential quest, I don't consider this game-breaking, especially since I can just pay the guards after I break in... but that's real annoying. I'm ranting here a little, but if anyone has a different work-around for this, I'll be glad to hear it.

Nevermind. Apparently all I had to do was teleport far away, and then teleport back, and that solved the locked door problem for me.
