You are under the requirements. No matter about Quad Core.
Beside you use an Intel Graphic Card. They always have problems.

Windows is in 64 Bit Technology, so you can upgrade to 8 GB. I think that doesn't do much. You can't upgrade your CPU, as this Mainboard only supports 2 Processors. You have the stronger one of the 2.
Why? Well let me explain...
I first ran Two Worlds on an old PC. It was 4400+ intel dual core 2.3ghz, 2gb ram, geforce 9800 gt and using Ubuntu OS (I think 14.1). The fps was lower than on my new pc. I never experienced stuttering on the old one. But I do on the newer ones.
I made my current PC last year in September. It's i3-8100 (3.6 ghz quad core), 16gb dd4 ram, B360M M/B and Windows 10 (with all updates).
The stuttering doesn't happen in small traffic areas. It always happens when I'm near a lots of wandering NPCs. For example, it happens in Tharbakin in the market square where there're probably 30+ NPCs wandering. It also happens at the bandit camp near the starting village--when they aggro my character.
The sutters are intermittent, EVERYTHING freezes. It happens about every 10 to 30 seconds. The length of time is up to half a second. It happens in fullscreen and in windowed mode. Interestingly, if in windowed mode, nothing else on the PC freezes. For example, I can have a youtube video in another window and it'll run smoothly even when Two Worlds freezes for half a second. So these stutters only affect Two Worlds, not the whole system.
More interestingly, I tried running this on another PC in our house. That PC is older. It's 3.6ghz a6-5400k amd dual-core cpu, 8gb ddr3 ram and Windows 8.1. The stutters are exactly hte same and in the same areas.
And yet the framerate is otherwise not bad on either. With equal settings and resolution, the older one runs the title screen at 105-130 fps, and hte newer one at 175-204. In-game, the the difference is about 3x between them. In Tharbakin, for example, the older one is about 17+ fps, but hte new one is 50+ in the same place.
I think it might have to do with PhysX and driver versions, and maybe the lack of a dedicated card. However, I've heard of similar stutters in Gothic 3 from someone who was using a dedicated geforce card, so I'm not sure. It's odd how framerates can be increasignly higher with better pc specs, but the stutters remain.
I made this post so others experiencing this won't feel alone on this.

And I don't have it if there're only a few wandering creatures nearby. Only whne there're a lot--the large bandit camp near the starting area will cause it.
Also the same problem is on another PC. That PC also uses onboard audio and it's a different brand. Mine is Realtek and that one is IDT.
REcently I've been googling this. I've been led to believe it might be related to audio or onboard audio. If I turn off sound fx the problem goes away, and I've seen how this has same effect in some other games--while googling.
In the past I've had slowdonws in different games due to particles. Most of the time it was because I didn't have a dedicated gfx card.
Dragon age Origins does give me lag when lots of particles are on screen. That could be the teleporter problem I am having. But also games like Total War ,Skyrim, and PixARK don't seem affected by it
Or try it on Ubuntu. On my old machine, I ran it without stuttering in Ubuntu 14. I list the pc specs in a post up above. I can't guarantee Ubuntu was the reason.
Want to comment I was looking at the game on the other pc just because... and still marveling at how good it looks in places. The it dawned on me this is 2007! Some of the games now are looking damned real, like Red Dead Redemption 2 or Shadow of the Tomb Raider.
