In my experience, the state of the flashlight hasn't mattered during the hunt, but then, I don't go into a corner somewhere and wait, either; I run and try to loop the ghost.

I actually hid from a ghost in Cyclone in the office closet with the flashlight on and it did not cause it to know where I was. However, this ghost was the Agash (essentially the Hantu from phas) so it was slower in its movement. Its possible that it couldnt reach me in time but I am thinking flashlights dont matter in terms of needing to be off
