Tarot Cards Spawn Rate???

Is anybody else having issues finding Tarot cards? I'm going for that angel card achievement. I know all of the spawns and I know they only have a certain chance of spawning, but I played back to back to back idk how many times and I can't find any for the life of me. If enough people are experiencing this, maybe the devs could increase the spawn rate? Or maybe I'm just the most unlucky player in this game lol.

same bro its the last achievement i need but ive mostly gotten tarot cards on the first 2 maps and then once on the japan map
