Player made portals aren't late game, you get access to them from the first Antiquarian realm you join (1 step up from the Abeyance starter realm tier)
I think what you are going for is: If the gates to the game don't open on the minute expected, be patient and not freak out.
I'm referring to the wooden (seemingly) portals you can build from scratch at your base? Is that what you mean? That's a bit unexpected but even better.
A very smart approach. Even the developers vids suggest not making them public. Kudos.
