Or just rename it to GameUserSettings.ini.old relaunch game and see if it creates a new one. If it doesn't verify game files should download the file.
Did you remove the drivers from the old graphics card before installing those for the new one with display driver uninstaller ? (often abbreviated to ddu)
If not, there could be a conflict between drivers

windows and the engine will say it's because of Unreal, but it's the CPU. google it.
I do not use Intel CPU. AMD here.
I have initially and modified the new Game Settings for Nightingale but that did not help. If other games are now working it seems Nightingale is not setting the game settings correctly at first run.
Bios is already up to date last year, no new ones published.

Can Load into menu without crash using high performance mode. Tested all the Boost option, TSR, FRS and Intel, and cannot load into my saves or start a new game. It loads the realm fully but once i click continue it crashes.
Wish there was a no boost option for selection. Because I think this it were the issue lies. In my old GPU, it crashed with others but remained stable with FSR, both in native and other options.
Not sure how many crash report i have sent whenever it crashes. I don't expect any Dev to comment but it would be nice to hear the issue have been forwarded. Hoping 5.4 unreal update fixes it.
Palia for example is a UE5 game I play that with no issues. Nightingale is a UE5 game I play that and will literally eat my hard drive the crashes are so bad. (Though some people do get crashes, Palia team seems to try to make the game stable for everyone and add new content from time to time) This Dev team seems to have ignored most bugs for the last 11 months or so and will only add content if it means removing... they don't understand how to tweak things it is all or nothing for them.
It isn't lets tweak and add new content it is... i'm not happy with the way the game starts so lets totally redo it at the expensive of added content.
I have no issues playing any UE games. This game rarely crashes for me. If i crash it's usually from changing graphics settings several times.
I understand that the issue might be from my side, hence the intensive research and, if I may say, my personal due diligence to resolve as much as possible before concluding that the game is at fault.
I have searched their discord, and there are people who have also reported the same fault as mine months in the past even when I did not have issue with my old GPU. I have done DDU several times over, checking GPU is seated properly, checking bios, limiting power, no overclock and under-clocking, you name it and it still crashes.
Yet similar UE games play well, and all other graphics intensive games play well. So I just don't understand what fault there is on my side that is causing such crash. And I don't understand how others will experience same crash even with different systems as mine.
I tested in PTR. I could remain in the main menu far longer with no crash. But as soon as a realm is generated and I click continue, it crashes. I doubt there has been any recent changes, so switching back to Live to test again. After that, I will shelve the game and enjoy my other games.
EDIT
If there is one thing I will say is that the update has made progress. I can actually load into the game. I can actually stay in main menu change settings without crashing.
In game even without moving my mouse to pan around, it freezes and crashes. So as of now, I just do not think it is definitely an issue from my side.
That should force certain settings regardless of in-game settings or in case the games doesn't even offer to change those settings.
I haven't used AMD since years so I don't know what is possible with AMD drivers.
