From the building menu, in the tiles tab (2), the corresponding foundation will be the first entry of every subcategory. If you are just starting out, you'll probably only have "Crude Wood" unlocked; you may have purchased stuff under "Crude Stone" as well. You'll need to place a Crude Foundation of either variety somewhere on the terrain first; most other tiles require that you start from a foundation, and can't be placed without a valid snap point.
...You could technically start with a staircase, but it'll be set into the ground in a very strange way if you do, and you'll still need the foundations to get snap points for walls and so forth.
You'll unlock other, different tilesets as you progress through the game, some of which you can see in the progression menu already. They aren't necessarily better, in all cases, although the crude set is crappy enough that the tier 2 stuff does make for a credible upgrade.
