You need to talk to someone in the town near the entrance to the zone.

Talk to the husband in the village he's on a walkway he's off to the right behind the wife by the town centre, then Puck pops up!

I was trying to make it so he was still playing the game...
There's only a few people in the town and it would not have been hard.
