Needless to say, he's there. It may take a while, but he's around somewhere.
In fact you can. Open up the crafting section and pick any recipe to craft. It doesn't even matter if you currently have a recipe being crafted. You'll be able to "Manage Fuel" once that recipe you picked is there. Then you can move any fuel out of the fire and back into your inventory.
I had to do this constantly with all of my stations that used fuel because my recruit was loading them all up with my best wood products. I finally said screw it now that I am high enough to start collecting T3 and higher mats on the regular and just gave her a Maul to kill things with. I don't want her gathering any resources such as wood, ore, or stone as I have Oberon's Bounty on my Axe and Mining Pick and she would just be gathering the default amount that is produced rather than any extra from the enchantment.
As for the moose, he normally appears on the map. I can see that there is no moose anywhere on the map, and hasn't been, this entire playthrough. I'm currently up to the Hunt realms, and he's yet to show up. I see him in other realms, but not the abeyance realm.
