As for a new tier 2 Shotgun to go with the smoothbore, I think it could be another double barrel shotgun like the Paradox. However, it would be a cheaper Over and Under shotgun with less damage, rather than a coach gun.
The new weapons however i could see being influenced by the new realms. its hard also because 1910 was the beginning of the 20 century firearm revolution which is largely considered the end of the Victorian era.
The over under shotgun might be better for ranged shooting adding an additional use to it. That or adding a new ammo type, slug for a solid ranged shot for the shotgun.
The low tech version would be a simple cannon, like what you would see on a pirate ship. Later you could upgrade to a hand cranked Gatling Gun, then finally you could build a fully automatic machine gun in the form of the Maxim Gun.
Colt Walker: (Tier 3) The hand cannon of the Wild West. This single action black powder revolver has unmatched per shot damage, but also has the same long reload as the Colt 1851. Also uses the same Simple Revolver Ammo as the 1851 and 1858.

Bad news... It's really just a reskin of the Webley. It's a break action cartridge fed revolver, despite still having the loading lever and percussion cap nipples. Still, it's really cool to see one of my ideas make it into the game in some capacity.
