I don't think it was a huge issue to them during development because in first person you don't actually see most of the gear most of the time.
Also remember the material matters.
if you use high end mats your get a higher gear score.
So, you want a longer mid game, end game? How far are you actually into the game? Are you asking for, less game?
In this case tho, I'm just assuming it's because we're still in Early Access and fancy Victorian dress isn't likely to be needed until more serious issues (like build limits, speeding up instancing, maybe making combat less flailing about) have been addressed.

I picked a good looking starter outfit and right off the bat I need to replace it with incredibly ugly clothes. I don't even play in 3rd person since I don't see my character in first person.
There's no levelling or any real grinding, you could rush around grabbing the matts you need and off you go.
Also, the guns are super ugly. I thought we'd get macho Western guns, not these weird goofy-looking comedy weapons. The preview image for the Lancaster pistol was so badass looking, but when you actually craft it you get what looks like a cheese grater. Totally lame.
So much of the content is setup were you can not even find the crafting patterns for stuff until you unlocked the realm cards to progress the main quest. And each leg of that means fully upgrading to the next tier on mats for everything you got on. Even using a little cheese with main/offhand swapping to bump your score to get into the next site. It still takes a long time before you start to get out of your crude gear phase.
I'm about a dozen hours in solo and I'm basically a Tier 2 hobo with a nice hat and pants at the moment.
