Very common in "provisioner" realms I believe. Both resources.

I have a forest antiquarian the second realm, I have found sulfur in some of the infested areas they turn into like small underground caves.

There is a page in the codex where you can see all materials.
The first line in their description tells you the biome and level range where they can be found.
There's also a page to check possible inventory of essence vendors for every combination of biome/major card.

I might be describing the same thing (not quite sure based on this description), but:

I find caves on the rocky sides of cliffs near the water in the forest antiquarian area I first went to from the tutorial. They tend to have bears and/or spiders, and sulfur and coal are mixed in with higher level nodes that I can't gather/mine yet.

While there is a page in the codex, it doesn't specify which of the 6 variations (Hunt, Gloom, Provisioner, etc...) and take it from me, some will not have the material you're looking for.

you can find both in every biome and so far i can tell even in the higher realms. They are in caves.
