Add on to that magic is often a proxy for tech in fantasy stories, even those based on periods even more removed in era from the current.
As others have already pointed out, this game is placing itself in a sort of Victorian clockwork magitech era not dissimilar to what we saw in Lies of P or the show Arcane. I don't think there is any real issue. Besides as far as I know, there is no PVP element so it's not like you will be at any disadvantage if you choose not to use ranged weapons. They will like have the option to do more close combat if you choose.
Actually that was an Arthur C. Clarke quote but I guess you were in the ballpark...
