Last Portal Not Showing Up

There's only 1 Portal remain that I need to destroy before facing final boss.
But IDK why the last portal not appearing at all.
Plus I already destroyed most of their base.
Is this a bug?

Reloading the save file and restating the game did nothing at all

If by last Portal you mean one of the bosses Portal's, then yes. I think that's a bug. If you go to a village getting attacked at night, then that boss should instead spawn there. It happened to me, too and he just showed up. It's a really obscure way to fix a whole base not appearing, but that's how the developers did it.
