Can't Find Buffoon!

One of the last two quests I have in my world is to nudge the buffoon, but I can't seem to find it. Is it in a particular spot or is it random? I'm not sure what it would even look like or how big it would be. Any hints would be appreciated!

It looks like a Keeper but it's dressed in light blue. It will wander around so you'll have to go searching for it. When you hover over it, its name will say Buffoon if there is any doubt.
