In general, bumblebees don't show up on rainy days, so it could just be that for them. They are pretty easy to get otherwise; just a bunch of flowers and some shading in a 5x5 area. Note that unless "upgraded", the habitats only support 1 animal so you'll need to create more to attract more bumblebees.
For the frogs, it's harder to say without a picture, but your description of what you used for the habitat sounds correct.
The current version is a bit janky (will change whenever the next update comes), but you can activate the habitat overlay to get some more info on any tile for the currently tracked animal species. It can help you figure out what needs adding.
