fatal whisper skin for character phantom is locked behind what god only knows requisite. i thought it is coin insufficiency as it said when i did not have enough coins, now that i do it says prerequisite required, just that.

That phantom skin in particular is considered an "upgradable skin", the base skin is required which cost 3,999 diamonds in one of the events in the past (no longer possible). Owning this base skin allows you to use farlight coins to purchase level 2 and level 3 of the skins.
