Regardless of Windows 10 or 11 I usually have:
Game DVR and XBOX Game Bar disabled and turned on the Ultimate Performance Powerplan. I have Game Mode set to enabled and I have set under Display-Graphics: Farlight 84 to High Performance. Also I use the Park Control App to turn off CPU Parking and I am using the Intelligent Standby List Cleaner App to enable Timer Resolution with a value of 0.5ms. With the Autoruns App from Windows, I have disabled all the junk Apps, that I do not need whenrver I start up Windows. With the MSI Afterburner App I have enabled: Unlock Voltage Control, Unlock Voltage Monitoring and Force Constant Voltage. with the MSI Mode Utility App, I have enabled MSI Mode for my Graphics Card. Since I use an Nvidia Graphics Card I have set everything up to have the best possible performance (For that you can watch some YouTube-Video: from Fr33thy, Panjno or me), On top of that, I using the Nvidia Profile Inspector with that I have turned of Cuda Force P2 States as it's know to slow down your Nvidia Graphics Card. Also I have disabled all unimportant Windows Services, that I do not need and I have tweaked my System with Win Aero Tweaker, Wise Care and CCleaner.
When it comes to Gaming Performance I have solid 250 FPS with my RTX 3080 in Apex Legends, Farlight 84, Quake champions and plenty of other Games in 1440p.
With my current Setup, I can still get solid 153 FPS on my old GTX 1060 in Apex Legends and Quake Champions in 1080p.

Oh yea ive been meaning to find out how to disable xbox game bar, im just gaming on my laptop so i wont really have insane performance, just 60 fps average. Ryzen7 5700u 16gig ram. but thanks for the advice, ill definitely look into some of thesee
When it comes to Windows 8 / 10 / 11, Microsoft ships their Windows with a butt load of Software that honestly no Gamer needs, You know, crap like Team, One Note, Cortana, Edge. All that classifies as so called: "Bloatware"
Some of the stuff, that Microsoft installs on your System by default is known to be actual trash, while some of the stuff is known in the "Tweaking Community" to slow down your system.
When it comes to your Graphics Card Driver, I would recommend you, to download the actual Driver directly from the Official Website from AMD. On top of that, also download the App: Display Driver Uninstaller, which is a 100% free and 100% save App to uninstall your Graphics Card Driver. To properly uninstall your Driver, I would disconnect the Internet for a short while, uninstall the Driver and then install the fresh new Driver, that you have downloaded from the AMD Website. Once complete you can re-connect the Internet. With that simple trick, you are able to avoid Windows Update automatically trying to download and install a Driver for you.
In most cases, ALL of the Drivers that Windows Updates will download for you, are either out dated or do not offer same the functions and features as the official Driver. Due to that, I highly, highly recommend EVERYONE to always download the Driver from the Official Website form the Company from which you bought the Hardware from.
Since you said that you have 16GB of RAM and I assume that you have DDR4 RAM. This may sound a bit scary at first glance, but I would double Check, if the XMP (for Intel) or D.O.C.P. (for AMD) is enabled inside your BIOS. for your RAM. What XMP or D.O..C.P.. does is basically nothing more then telling your BIOS: "Yo, Bro. I have this RAM, could please set up my RAM automatically to it's correct settings and timings."
Since, I have worked for quite some time in PC-Shop here in Germany, I know for fact that most Users have never touched their BIOS. Therefore on about 70% of the Systems, I was given for testing or repairing the RAM was always set incorrect. This especially a shame when you have a High-End-System with fast RAM and it's set to it's slowest speed.
This basically makes as much sense as buying a Lamboghini and never taking it to the Highway or Autobahn while only driving it in the first gear. Yet alone changing to the correct RAM Settings could easily boost 5 to 10 FPS.
Software wise, there are plenty of Apps that could potentially help you to boost your system performance, slightly. such as.
* MSI Utility (from: Guru 3D Forums)
* MSI Afterburner (to enable: Unlock Voltage Control, Unlock Voltage Monitoring and Force Constant Voltage for your GPU).
* CCleaner (to tweak and Clean your System)
* WiseCare 365 (to tweak and Clean your System)
* Autoruns (to disabled unwanted Startup Apps)
* 10Apps Cleaner (to get rid of Bloatware)
* ThisISWindows11 (if you have Win11)
* WinAreo Tweaker (to Tweak your System)
* Intelligent Standby List Cleaner (Set your: TimerResolution to: 0.5ms)
On top of that I can also recommend you to try to look out for some Guides and Tutorials to disabled unnecessary Windows Services inside the Registry Editor, with stuff you never need like: Fax Service, Phone Service, Demo Mode etc. On YouTube, you could check out if want some guy named: @Panjno or @FR33THy, I am not really a fan of them, but some of their Guides have been in the past quite helpful. Since I do not own an AMD GPU, I can not speak for the AMD Driver Tweaks, but I noticed that both offer some Guides and Tutorials for People like you, who have an AMD GPU.
What some people may misunderstand is, once you done. You goal should not be trying to get 100000000000fps. Instead your goal should be to get the highest possible frames (fps) in the games you play, at a 100% stable value in all situations when gaming.
The reason for that, is quite simple. As it may look awesome to have in that one area of the Map 1000fps, you will feel the massive impact of frames drops when you drop down from 1000fps to 200fps. With that said, I would rather prefer to play a System that only offers me solid but stable 75fps, which never drop, instead of playing on a system which fps jump around somewhere between 80fps to 270fps.
For me, it took quite some time to set up my Nvidia Driver and my Games, but currently I can not be more happy. Farlight now runs on my System with solid and stable 240fps, also Apex Legends and Quake Champions run both on my System with 170fps.
I have once tried to tweak my system more but then I had 250fps in Apex Legends, which then dropped down to about 120fps during large Team fights. In the end, the higher fps where a huge mess and made my aim and tracking inaccurate.
Due to that, I would rather focus, on trying to get the highest, stable fps, to have the smoothest gameplay experience, whenever you play.
Thanks so much. I installed the new graphics drivers with those exact instructions and it went smoothly. I have went into my bios before but it does not have ai tweaker in advanced mode, i saw screenshots online and mine is just completely missing it. Last of all can i get a link to that 10apps cleaner?
