Report a translation problem
a.) It's using the time zone on your PC
b.) it's using the ip address from your ISP
c.) it's set during installation of the game in an ini file somewhere.
You'd have some options for each one to work around it:
a.) you can just change the time zone you PC clock is set to before launching the game
b.) you could use a VPN
c.) I'm almost certain is not the case, as I don't remember seeing this very often in UE3 config files, but if it were you could just edit that file; the hard part would be finding said file.
I would try a and b separately and see what results you get. In both cases I would select a timezone for country where I know people are playing on the Asia servers
