Looking at performance monitor, when the freeze occurs, there is network traffic.
My work around is to disable the network, which is a pain, but way better than having the freezes. Network turned off, I can do a whole lap, no freezes. Turn it back on and the freezes occur again. Interestingly, with the network on, I can watch a replay of 2 laps without any freezes.
I'm in Oz, a network ping for TT3.exe process is about 290ms.

Aside from that, I am enjoying the game, it feels better to me than TT1 or TT2.
After seeing TT3 launch with the same issue I have zero hopes of it being resolved.
Rims racing was almost immediately abandoned by its developers, I suspect because they realized they had coded themselves into unsolvable corners.
Those problems persist and likely still have no solution, so enjoy!
I've personally experienced the issue across two difference machines now. It's just ♥♥♥♥♥♥ code.
And I'm also betting that the devs will NEVER respond to us about it and ignore the problem just like in Rims.
I'm running 4090, 13900K, 32GB, m2 SSD. It still has one or two stutters per session.
BUT this has nothing to do with our specs. My CPU and GPU barely get above ambient temps while running this game at max settings. This is about ♥♥♥♥♥♥ code.
Be aware that in borderless fullscreen you need to have you windows (desktop) FPS set to your screens max fps to take advantage.
