things like FOV and Refresh Rate can be set in the file PROF_SAVE_profile, located here by default \Documents\Plants vs Zombies GW2\settings\PROF_SAVE_profile

Disable Vsync, but you can't cap it, so you need to use riva tuner statistics

you can cap it in the config file i mentioned, but if you prefer you can cap it with your gpu's software, usually nvidia control panel, any third party software only creates further delay unless optimised with one of a few programs that would probably set off the anti cheat anyway
