The timeline of the thing is nebulous, but if the deal happened early into ww2, this would have been impossible as the Germans and the USSR only start being enemies in mid-1941, two years into WW2.
Either way, since the Idols move to the New World, I presumed the deal Hephaestus struck was with the US.

More spoilery, disclaimer I may have misremembered the details:
During Medusa's song, don't take the clever option that offers help from Apollo/Persephone (the bluff option is ok). Then, don't mention Medusa to Athena during the "Called to Athena" sequence.The ending mentions that she stayed at the Reliquary for a time until an incident with Hecate's cat. After that, she turns herself into the government and they mention that the Idols may get to see Hephaestus again. The implication being that he has continued to be working for the government since WW2.
