For Pong, no -- the original arcade game was built for two human players only.
I cannot speak for all developers and have no insight on why some other projects allow players to remap controls and others do not. I have to assume there are different factors for different titles that might make it harder to implement.
I thought we made Atari 50's remap system fairly easy and flexible, though.
The release of the original Pong game itself is incredibly cool! But the problem is that the gamepad has always been exotic for most PC players. My friends and I even play fighting games on keyboards.
