Difference between "skill cooldown" and "fire rate"

Hey people,

I've got a short question about the two perks (see topic):
-Does "skill cooldown" just reduce your cooldown of your ult or of every (weapon) skill you currently have?
-Is fire rate just making projectiles faster or is it actually reducing the weapon cooldowns aswell?

I reckon skill cool down only refers to your right click or ult.

Fire rate would increase how often your picked up weapons fire.
