I'll fire it up and check with a monster rig. I don't think it'll have input latency, or any latency (by Latency, I am guessing you mean Frame Loss since it isn't an online game for latency). But I'll report back.
The glaring issue with the OP post is not just the Processor but the use of On-Board Video. Which is going to be the big hit that probably will cause actual input latency and frame loss.
Edit: Yeah, no real input latency. You do need to set the Frames externally if you want to see more than 59-70, even with the in-game setting set to 144. But the Nvidia Control Panel fixed that. This is in 4k, everything up, including "High" for the plants.
The problem will be your graphic card, but you probably already know that...
