Gameplay, for sure. If you're referring to the graphics, yeah I'd say its very much PS2 or even PS3 era. Either way, this game is made for people who enjoyed that era of wrestling games.
It looks absolutely nothing like No Mercy, and if Kenny had never brought up early on about wanting it to be similarly easy to pick up and play (which is literally pretty much all that was said), then this constant No Mercy referencing to it wouldn't exist.
It very clearly does look a lot like Here Comes The Pain and very clearly doesn't look anything like No Mercy.
Problem is that a lot of people say "They said it looks like No Mercy"....NO, they said they were going for a No Mercy style game play....NOT how the game visually looked. There's a big difference on how No Mercy & AEW look, but game play-wise, they're identical.
When people say "looks", they clearly mean in terms of the visual appearance of how it looks like it plays/animates. No one is talking about the graphics/character models etc. I would have thought that was obvious.
It doesn't particularly "look" like No Mercy in terms of animation and how it looks like it plays, based on anything I've seen.
The branching grappling system that they designed was the best. It was superior to even the Fire Pro series style, as the AKI style was very deep but also accessible.
The only thing I'd like to see them introduce is a 'Shoot fighting style' that was featured in Virtual Pro Wrestling 2. It's basically an "MMA" style mixed in that allows you to do combinations, it was a blast to use and made it feel fresh.
No Mercy was basically a forked version of Virtual Pro Wrestling 2 but it didn't feature the shoot fighting style.
Ultimately, I think this AEW game will be a great wrestling game first and foremost with an "AEW theme" on top of it.
This should help you see some similarities.

Both games use the exact same Momentum/Signature/Finisher setup. Have to build it up before you can perform those moves & they're still executed the exact same way that No Mercy was, by grappling & then flicking the stick. Cannot store any finishing moves either, just like in No Mercy...you could only store finishers in games like Smackdown and beyond.
In terms of animations, the newer games will look and animate way better, just like how the graphics have been improved since 2000 which is when No Mercy came out...23 years ago, i would have thought that was obvious as well.

The animations from No Mercy were developed by Yukes, Yukes animations are still used in WWE games to this day (2023)....Yukes made AEW: FF and uses the same animations they've made which you can clearly see from the video comparison above.
This game is quite literally the modern day spiritual successor to No Mercy.
It also gives me Def Jam Vendetta vibes too, which is great!
