The Augmented Targeting Computer automatically locks your aim onto a V-Stalker within what I'd eyeball as 30-50m. It's helpful in a bind, but be aware it will target ANY V-Stalker - including neutral/friendly ones.
So far, enemy V-Stalkers hit hard and have snap reaction/aiming times, so your best bet is to take things as slow as possible, hold E to fine-aim, burst a target down, and if that doesn't kill it, duck into cover before you get swiss-cheese'd. Mech-vs-Mech combat could definitely do with some tweaking, but you can get by with a bit of trial-and-error and a lot of patience.
I find that being at zero orgone doesn't actually seem to limit me in any way, so when unsure - I spam movement. In fact moving seems to be the only thing that gives you any time in a fight, whether on foot or in the mech.
Also, I ran past the abandoned highway, forward and to the right, and got into the "Bitter Gourge". It's also tough, but you can pick up some nice guns from the mechs there and beyond. Your character needs to have enough free weight, but if you do you can just jump out and grab mech guns off the ground and bolt them onto yours.
Getting some good armour and a helmet will make you survive much longer.
If you still have trouble do the frogfrier quest in versten and grab the rocket launcher off the helicopter that spawns. It one-shots small v-stalkers and has a fast enough fire-rate to take out the bigger ones before they can get a shot off.
